Concurrent with the introduction ceremony of the Acting Head of the Drug Administration under the Commercial Department of the Board of Trustees for Foreign Exchange Savings in Patient Treatment (HEI), the official activities of this administration commenced. This launch aims to foster a more effective role in the sustainable procurement of vital and strategic medicines required by patients. According to the HEI Public Relations report, the ceremony was attended by directors and colleagues from various departments. Eng. Seyed Hossein Safavi, President of the Board of Trustees (HEI), emphasized the necessity of a cohesive and planned entry into the pharmaceutical sector. He stated: “Today’s launch of the Drug Administration is not merely a structural change or an administrative appointment; it signifies a strategic shift in the Board’s missions to support the health system and alleviate patients’ concerns.” Noting that medicine is more than just a commodity within the health system, he added: “Medicine is a vital link in the treatment chain. Any disruption in access to vital, hospital-based, strategic drugs, or those required for patients with rare and hard-to-treat diseases, can severely impede the treatment process. From this perspective, the Board’s entry into the pharmaceutical field is not an entry into a commercial market, but a response to a national necessity to strengthen treatment security and sustainable drug supply.” The President of the HEI highlighted the directives of the Minister of Health and Medical Education and the consensus of the management team to bolster the institution’s role in pharmaceuticals. He remarked: “Today’s drug supply conditions have become more complex due to sanctions, banking restrictions, currency fluctuations, international shipping difficulties, global market shifts, and regional crises. In such circumstances, drug procurement requires a focused, agile, intelligent, and strategic approach. Leveraging its legal mandate and experience in procuring strategic health items, the Board can serve as an effective arm to support the country’s health system.” Safavi emphasized that the Board’s entry into the pharmaceutical sector is not intended to compete with manufacturers, official importers, or the private sector. He said: “Domestic manufacturers, official importers, distribution companies, the Food and Drug Administration (FDA), insurance providers, medical universities, and healthcare centers are all essential components of the drug supply chain. The Board’s strategy is not to replace or compete with these entities, but to foster cooperation, synergy, facilitation, and support for the country’s legitimate and credible capacities.” He further added: “The Board must play a complementary role across the entire drug chain—from needs assessment and consumption forecasting to procurement, storage, distribution, coordination with insurers, and ensuring equitable access for patients. The mission of the Drug Administration should not be limited to purchasing; it must evolve into a specialized, analytical, and accountable unit capable of monitoring shortages, identifying strategic items, interacting effectively with the FDA and insurers, and planning for the sustainable supply of required medicines.” The President also pointed to the importance of strategic drug reserves: “Recent years have shown that the country must be prepared for sudden shortages, import disruptions, production decreases, international crises, and emergency conditions. Targeted stockpiling of vital and strategic medicines is not merely a supportive measure; it is a part of ‘smart governance’ in the health system and a pillar of the country’s resilience in healthcare.” In another part of his speech, Safavi identified cooperation with insurance organizations as a key success factor. He stated: “Drug procurement is effective only when linked to insurance coverage, consumption patterns, the actual needs of medical centers, and the patients’ ability to pay. One cannot separate procurement from consumption, consumption from insurance, or insurance from patient access. The Board’s successful history of collaboration with insurance providers is a significant foundation for this new path.” He identified three core principles for the Drug Administration: “Patient Access,” “Sustainability of Supply,” and “Resource Efficiency.” He noted: “If these three principles are pursued simultaneously, the Board’s role in the pharmaceutical sector will be not only justifiable but a strategic necessity for the health system. Treatment security is incomplete without drug supply security.” Following the remarks, Dr. Esmaeili was introduced as the Acting Head of the Drug Administration. Wishing him success, the President stressed the need for an accurate, agile, data-driven, and mission-oriented administration that can balance the needs of the health system, domestic production capacity, official import possibilities, resource limitations, insurance policies, and clinical requirements. Eng. Safavi also praised the support, financial, and commercial teams for their efforts in preparing for this mission. Specifically, he expressed gratitude to Dr. Jani, Director General of Finance and Treasury, for his effective measures and round-the-clock efforts in securing the necessary funds. In conclusion, the President of the HEI expressed hope that the official launch of the Drug Administration would lead to reduced patient concerns, strengthened strategic reserves, enhanced transparency in the supply chain, and increased resilience of the national health system, serving as a lasting contribution to the institution’s legacy.
